Development of a Planning, Monitoring and Learning Information System, PML for the Norwegian Refugee Council, NRC in collaboration with the United Nations Office for Coordination of Humanitarian Affairs, UNOCHA

Business Case:

 

NORCAP and the United Nations Office for Coordination of Humanitarian Affairs (UN OCHA) jointly manage the inter-agency Protection Standby Capacity Project (ProCap) and Gender Standby Capacity Project (GenCap), established in 2005 and 2007 respectively.

 

EITI is privileged to be engaged by the NRC and UNOCHA to support the development of a Planning, Monitoring and Learning Information System for the ProCap and GenCap projects.

 

The key objective of the assignment is to develop an information management system that automates the core lifecycle processes of the ProCap GenCap humanitarian programming and consolidates and aggregates information from the NORCAP ProCap and GenCap projects to enable deployment planning, monitoring, analytical reporting and learning of the ProCap GenCap humanitarian programming.

Our Approach:

EITI plans to utilize its Agile Software Development Lifecycle methodology to develop the NORCAP Planning, Monitoring and Learning System for the GenCap and ProCap projects.

 

The key tasks in the development of the system will entail the execution of the following steps:

·    Project Inception.

·    Scope out & Analysis.

·    Requirements gathering.

·    Agile Sprint Based Development.

·    Training & UAT.

·    Maintenance and Support.

·    Production Handover.

Outcomes:

EITI will develop a functional PML system for the Norwegian Refugee Council, NRC, and the United Nations Office for Coordination of Humanitarian Affairs, UNOCHA, totally aligned with requirements and utilized by the organization in 24 counties where ProCap GenCap operations are domiciled.
